Manatee: Are they still at risk?

Manatee populations in Florida and the Caribbean have rebounded form 600 individuals in the 1970s to over 6000 individuals in the most recent survey (January 2017). The population is doing so well that the US Fish & Wildlife, who handles the Species At Risk files, downlisted the Manatee from Endangered to Threatened.

Is this the right thing to do?
